ABOUT NEEBP

Since 2012 the National Energy Efficient Building Project (NEEBP) has been working to improve energy efficiency in new builds, alterations and additions. The project is focused on identifying weaknesses in compliance with National Construction Code (NCC) energy standards and developing, refining and recommending practical improvements to current process and regulatory systems.

 

This site represents project work around improving the capacity of building regulators (surveyors, energy assessors, approvals and inspection officers etc.) to manage compliance with the energy requirements of the NCC, through Phase 2 and Phase 3 of the NEEBP.

The National Energy Efficient Building Project (NEEBP) is working to improve energy efficiency in new buildings, renovations and additions

The NEEBP is a government led approach that works with private, council and government regulation professionals, industry peak bodies and trade organisations and RTOs.  The aim is to target and support capacity in knowledge, skills and improved Code compliance with best practice and high performing energy efficient building.

The Government of South Australia manages this national project, on behalf of the COAG Energy Council for the Commonwealth and all States and Territories.

The NEEBP is one of several projects running concurrently through the National Energy Productivity Plan (NEPP) and other government, research and peak industry groups investigating strategies to achieve high performing energy efficient and Code-compliant buildings. 

 

NEEBP Phase 3 is delivering Measure 32 of the National Energy Productivity Plan; improving compliance with building energy efficiency regulation.  The NEEBP works with regulators, professions, contractors, trades and product suppliers in the construction sector to strengthen compliance with existing Code requirements and to support the work being undertaken by the Australian Building Construction Board (ABCB) toward the 2019 Revision of the National Construction Code.

Since 2012 the National Energy Efficient Buildings Project has conducted eight discrete projects across 3 COAG funding phases:

Phase 1 contained three projects which together involved a national review of key systemic or process weaknesses, or points of non-compliance with the energy efficiency requirements in the NCC and related issues. The full Phase 1 report can be found HERE.

Phase 2 developed and piloted systems to improve document management and on-site auditing, and energy compliance inspections, through the following three projects:

  1. Housing energy efficiency compliance audits

  2. Electronic building passport

  3. Retrofits and renovations

Phase 3

​​

The aim of this phase is to work with all sectors of the construction industry to identify gaps in knowledge, skills and systems, and to collaborate on training and broad recommendations for strategic support.

The two projects being delivered for this phase in 2017 are:

​

  1. Support building regulator capacity for energy efficiency compliance

  2. Cross-industry energy efficiency training for residential building

​

A deep-dive project is being delivered through Project 1 with the aim to engage and re-engage with Local Government and regulatory stakeholders, both those previously involved with pilot projects and those new to the NEEBP. It will feed into the Project 2 'industry training' evaluations and recommendations for additional work under the NEEBP.
